Unless the player who wants their character to do this is ready for their character to pretty much be turned on and plotted against for the journal, the journal needs to be available to everyone. Especially if the character communicates missions within the log wrong and causes the boat's inhabitants to fail, because then the character hoarding the journal may receive the majority of the blame.
